These mrtg's may help in diagnosing #3303744

The bottleneck (as far as i can see) appears to be with the newcastle CCA, not 
our order for extra capacity on a NSW Regional.

We can't break above 20-21 active lines in Newcastle. If a customer tries to 
connect they get an auto-disconnected with a "PPP-Closed-Event" message.
